Caneel Bay on St. John
Multiple beaches, I think 7. Only 1 is open to the public. The beach I mostly stayed on was private with only a handful of couples over a couple hundred yards, but had a bar with good beach drinks only available to those on the resort so no line. There's a nice restaurant in an old sugar mill called zozo's great for a sunset dinner. Not all inclusive but you can check the menus out of the places and plan how much you'll spend. There's another nice restaurant on the resort called turtle bay estates I believe (I never ate at that one). The other food option is more casual. Get a private boat charter one day and go to the soggy dollar, sandy spit, Willie t's, the baths/caves in the surrounding US and and British Virgin Islands. The other days just relax at the resort.

His budget is tight for Caneel Bay.
OP - look at the credit card rewards thread on the Money Board. Feel free to ask questions. That's where those that travel cheap/free hang out.

His budget would get tight if he stayed on the beachfront, but he could prolly do it in one of the garden view rooms (in the 400s a night). It'd be closer to the 5k end depending how long he stayed and what he did.

Find an island you want to visit. Find a place to stay on VRBO. That's how I found the house we are staying out for our honeymoon. Will be celebrating it next week in Tortola
