No, the 970 and 390 have same or similar performance/dollar. You see diminishing returns after that, though. For a gaming PC, always spend at least 30% of your tower budget on GPU.

Hmm, the R9 390 looks to be a bit cheaper than the 970 for the most part too.

I concur.
You start with an overall budget and take 30-40% for the GPU then build the system around supporting that piece. Sounds a little stupid, but if you're on a limited budget and want a gaming machine it is a great way to approach the build.
