It is allowed, per FCC rules found in the Federal Telecommunications Act of 1997, that you can place your antenna, on your own home, to receive LOCAL broadcast signals (in other words, not from 75 miles away) anywhere that is best for you to receive those signals, up to 12' ABOVE the topmost roofpoint of your home. In other words, if you have a chimney that is higher than any other part of your house, you can mount that antenna up to 12' above the top of that chimney, and the HOA can't do anything about it. This applies to satellite dishes, too, although you are limited to no larger than a 3' wide dish. Any HOA that says otherwise is wrong and is looking for a homeowner to file suit against it.

The only limitation on this I could find is if you can get equal signal elsewhere. For example, if you can get all of the same channels at the same reception at the back of your house, they can make you put it on the back of your house (If I understood it correctly). Other than that, the HOA is shite outta luck from what I understand.
