I would think this is his angle. And not even on a large scale, just to a few of the places he hangs out at when not at work.

Exactly. He doesn't have enough beer to distribute on a large scale anyway.

If he wants to distribute why doesn't he change his license from 'Microbrewery' to 'Beer Manufacturer'?

With the changes to the RS passed last year 'Beer Manufactures' can now serve the first 3000 BBLS in house and retain the ability to use a distributor if they for getting kegs to bars.

Not an ideal solution, but at least laws are progressing in the right direction.
