You can most definitely scan and email signed legal documents. Do it every day.

I am making an "educated guess" at this, so some may or may not be the case: Emails can be sent from anywhere, can be hijacked, and can be unreliable because there is no official signature to most. The electronic "signature" of a Fax machine CAN be located and the transmission traced to a reliable location. If you've ever taken an Information Assurance "training" package, you will note emails are not good ways to send "official" information. Also--FERPA requirements may cover official letters coming from Secondary schools. Generally, the LOIs are faxed from schools or other bona fide locations so the receiving can ascertain their reliability and validity.
