Hope that it doesn't happen. Relegation and promotion and end of year standings need to mean something.

They could do multiple lower leagues so that you still have promotion and relegation. Imagine Inter Baku starting at the lowest league and working it's way up to the league with Real and City and the other big boys.
I actually like this idea but i dont think it will ever happen.
