I know of some people who didn't have great ACT scores but still succeeded in college.

Exactly. Some people just are not good at taking standardized test. I would not have received tops if 24 was the required minimum. However I graduated with a 3.4 gpa. I knew people that got 32's on the ACT and dropped out of engineering after the second semester.

I know several 17-21 scores and they went to law school or got their MBA. I know people with scores over 25 and are living with their mom and don't have a damn dime to their names.
