i never took palpatine to be more powerful than vader. i just took him to be a manipulator and mentor of vader
vader didn't want to be the military of bureaucratic leader. he was just the head of the elite special forces of the empire. he was like the religious leader and symbol establishing the power of the empire for palpatine. i actually think the death star was kind of a competition with vader for that symbol, and vader "wins" b/c the dark side is more powerful than mechanical means
again, going back to the whole mythology of the force/dark side
the biggest sin of the OT was going back to the "Dark star well" (Which this movie did as well )

Just judging from Empire, Vader certainly sees it that way. He's directly plotting to overthrow him but the Emperor terrifies him and thinks Luke can do the job if he's properly trained. Plus it doesn't take a lot of imagination to kill Vader with the Force. Just pull out some wiring on his chest panel, and he's dead.

"Luke you can destroy the Emperor. He has foreseen this. It is your destiny. Join me, and together we can rule the Galaxy as father and son!"

Palpatine was more powerful than Vader. Vader lost a lot of his ability on Mustafar and its not like Palpatine bothered to really train him anymore. He kept Darth as his apprentice until he could find a truly stronger one and that just so happened to be Luke. Granted, while Luke had more potential than Palpatine, he clearly wasn't above his level in ROTJ.
