Is it possible to draft the rights to a player that is a sophomore?

The rule is three years removed from high school. Jeremy Hill was a true sophomore who was drafted because he sat out a year for *cough* personal reasons.

ETA: My mistake. It is three years. That said, it is possible for a true sophomore to be drafted if there are extenuating circumstances: see above.

Yes,

Bruce Jordan Swilling the RB from Brother Martin will be a draft eligible true sophomore. He will turn 21 during his sophomore season.

Johnny Manziel was drafted after his redshirt somphomore season.
