I wanna here what the really smart analysts on this board have to say.
if I say we recruit the wrong kind of QBs I'll get roasted, but its true. Look back, Mauck and Flynn were not pocket QBs, they were athletic and were game-smart QBs... they worked because they ran in a non-traditional more "wide-open" offense...which was run by Fisher/Crowton.
Perilloux was the same way, he worked in Crowton's more open offense.
Jarrett Lee was the most successful QB (in 2011) because he had a brain and could run this pro-ish style offense.
Mettenberger (arguably the most developed QB we've had under Miles) was the prototypical pro-style QB who could chuck the ball anywhere you asked him to. He had a big arm, had a brain, and could run a pro-style.
Since Mett, we've only recruited more athletic type QBs who do better on the move and making plays with their feet, not their heads by reading defenses or calling audibles.
every QB is gonna have drops as said in the OP, but my take on this issue is that we are recruiting the wrong type of QBs... get more guys like Mett and I think we'll be okay.
let the roast begin.

Since Mett, we've started two true sophomores with no starting experience at the collegiate level. Last year these guys were struggling just to get everyone lined up correctly, let alone read defenses and call audibles.
