He was not the first to arrive. This cop doing the shooting was on the scene less than 30 seconds before he opened fire.

I could maybe understand the initial shots though I think the initial shots were questionable in themselves because there was plenty of law enforcement present to try and take him down with less than lethal but firing on the man while he was clearly incapacitated just was unquestionably disgusting.
How can anyone read that differently and be completely honest with themselves?
Thats murder and thats scary shite.
