Many clubs still have members, so you combine their historical success, with attendance/ground size, as well as membership and money. I know in the 90s, the trend was to go public and sell stock shares. But almost all of them still have actual members.
Barcelona is the biggest club in the world with over 110,000 members who pay dues, and carry club ID cards.
