People who keep their dogs on a chain - should be illegal in most cases

I live in a little town in Northwest La., and it (like many similar little towns around here) is going downhill.
I see more and more dogs (mostly pit types) who live attached to chains, many without an attached doghouse. One hound mongrel looking dog is chained in a yard next to a sidewalk used by kids walking to school. I'm sure they love walking by the dog as it bangs against the chain to try to get them.
Why the hell do people own a dog if they can't do anything with it other than keep it on a chain?
These aren't people who are out walking the dog all the time either - the dog basically is 24/7 on the chain.
And, yes, I know my town is getting trashy. I'm well aware of it.

Heavy leashes serve a purpose, especially for larger dogs/working dogs.

I'm talking about where they keep the dog at home on a chain - not talking about taking a dog out with a heavy leash.

You want something with high tensile strength, do you not? Or would you rather the dog be tied up with yarn so it can jump over the fence and maul a small child?

It's a guard dog....you know so if an intruder comes then they can keep on with their robbery as the dog is chained forever.

I keep one of our cats on a leash during the work day. Otherwise he kills squirrels and gets into neighbor's trashcans. I guess I should say frick the squirrels and let him roam free just to warm your little peta heart?

If you have a dog that dangerous you need to put it down. I don't understand people like this.
You can train a dog to be protective without having it be a complete danger to society.

What should be illegal is letting your dog bark all day and night. People spend hundreds of thousands of dollars on housing, only to have trashy people who let dogs bark 24/7.

We had that too, but they finally moved. House with 5-6 dogs, each in a very small pen, and most were also chained so they would not jump out.

one of the big factors i had when moving is people with no stupid dogs being left outside all day to bark

I agree with this. My dog used to upset my neighbors when she was young by barking CONSTANTLY.. I wrote it off as she was young, and I could train it out of her. Bullcrap. I finally quit listening to all the animal rights garbage, put a shock collar on that fricker.. She doesn't bark and piss of neighbors anymore, she's a happy dog, and I'm an idiot for letting it go on for as long as I did. It's been almost 2 years since then, and she has never shown any ill signs from this discipline. It isn't that hard to get a dog to shut up.
