That was part of the reason, but Kimmel got the call due to his appearance on Letterman to host a show for ABC. Kimmel was a risk since he was seen as highly masochistic and a very brutal comic. Kimmel and especially Conan were both bigger risks than Norm would be in the environment.

And I don't think he was all that great. Yes he hosted Update, but I can't name a great character Meyers did at SNL. He's a simply boring choice, especially after Meyers said that he didn't have a joke for Caitlyn Jenner and how great of a country he lived in that they no longer had to joke about it again. Norm would have eaten him alive if he were his rival over that, and Jerry Seinfeld (of all people) actually came onto Meyers show just to call him out for his bullshite.

You're not thinking about the current environment though. Where do people predominantly watch these shows these days? It's Youtube. Norm busting a celebrity's balls or him and his buds bullshitting would be Youtube gold. Millennials would eat him up, way more than what's his name. I'm looking through his Youtube channel, and Corden doesn't have that many views. I don't see why he's a better pick than Norm.
