If it was OOS then it was probably vented so a PSV wouldn't come into play

If they are following 14c, which I am assuming they do, you must have a second vent capable of handling the max gas volume (aka redundant vent system) if you want to do without a PSV for atmospheric tanks. One vent does not cut it.
