Who should I target from this team?

And who should I offer? He needs a TE and I have two good ones, so I feel I can get him to negotiate with me.

I want to sure up my squad and am targeting a team that is 1-3 and has a need for TE. PPR, 12 team

RBs: Peterson, Randle, Ivory WRs: Hilton, Evans, Crabtree, Locket, A. Robinson, M. Jones

So just asking for general advice on who I should target from a rb/wr perspective, or if I should try and find a team for an upgrade at Qb?
