I think it is almost just as bad as her tweeting this in the first place. Social media is the first place everyone reaches.

Well, it could be a very useful tool in an emergency.
Think about a situation when someone is hostage but still has access to their phone. They can alert the public and police that for instance, hostages are being executed.
It has its benefits.
Now running from bullets recording the shooting in portrait instead of landscape on Periscope might not be the best idea.
