I didn't read it like that. I read it as creating a higher capacity exit for Florida BLVD off 110. Then essentially making Florida as much of a right of way highway as possible.

I've seen those types of highways work in Arkansas and NY. Local traffic flows onto a service/frontage road while there are 2-3 lanes of traffic proceeding non-stop.
