Unless you're talking Computer Science. ULL is the top of that chart by a mile. That said, administration there apparently sees this as a bad thing and is doing as much as possible to completely ruin all of its credibility as a department.

First student ACM chapter, one of the first CS programs anywhere, and all sorts of neat little things that they could pitch to the new generation interest in CS. Instead, they're battling with the faculty beloved by the students causing most of them to leave or retire, chasing off prospective professors who have notable work on decent projects from replacing them, and lowering the difficulty of the program to "raise the numbers".

If LSU uses that IBM money to really try to improve, they'll probably move up the ladder.

It is wrong though. Tulane does not have much of an engineering program.

People need to realize that each programs have their pros and cons.
