If you start training camp physically unable to perform (PUP) the team can put you on the PUP list (like Byrd and Colston). If you stay on that list throughout training camp (like Byrd) the team has the option to put you on the regular season PUP list. If you are put on that list you are out for at least 6 weeks.

For players that get hurt during camp/preseason the team can choose one of them to put on IR- Designated to Return. They cannot go on PUP since they did not start and stay on PUP. The player is out for the first 8 weeks.

So with a guy like Lewis who has a good chance of missing at least 6 weeks this may be the best option for the team to not have a spot taken up for a month or two with a guy that can't play.

Oh ok, makes sense. So only one player can be put on IR with designation to return?

And you can only be put on PUP if you started training camp on PUP and stayed on it throughout preseason? Just trying to understand it all

Eta: essentially, if a player participated at all during training camp/preseason, he isn't eligible for regular season PUP?
