that is some clearcoat-type shite that they put on them at the factory to keep you from having to polish them...eventually, the sun fricks up the clearcoat and they look like that...
spray some carbureator cleaner on it to dissolve it off...you will be suprised how good it will look.
you'll have to periodically polish them after that, though...

How long do I need to keep it on there? I tried it and some wd 40 as well. I was scared the carb cleaner would eat through any coating it had on it so I sprayed and wiped immediately and of course nothing happened.
