That's really not what the old rule meant. The wording really hasn't changed at all.
But what do I know? Maybe the EPL has been using a bastardized version of the FIFA laws for years.

Thanks for the replies. I am just curious why this isn't on the FIFA website or any other website making it official. I have always thought if you actually try and make a play for the ball and you are offsides then it will be called.
Say you are offsides and someone plays a through ball, the lineman will automatically throw up the flag. Most times the referee will stop play before you actually get a touch on the ball. What if I stop before I touch the ball and a teammate who was onsides beat the defender to the ball. The play would still be offsides.
I don't see what has changed.
