My pops grew up in Jackson barracks right by the river. I can remember being a little kid and he taking me to go play in the batcher in old Kenner. You don't get in the fricking river.

They just found him
We watched them fish him out
He was floating in the exact spot behind the Washington Artillery Park where NOPD was last night. My brother said he saw the guy swimming yesterday out past the front edge of the Natchez which is about 50yds into the river.
My guess is the bad weather from this afternoon caused him to pop up and lodge on the bulkhead at the foot of the steps on the river
Apparently what we saw last night was someone fell on the rocks in almost the exact same spot they found the floater tonight.
