Food wise, Paris is light years better than Rome, which is overrun with religious tourists year round who care very little about food. But Rome is damned ancient, so if you are a hardcore art historian or enamored of Acient Rome, it will make you happier. It is also a bit friendlier than Paris, to my experience. Rome to Florence is just a couple hrs on the train, so it is very easy to do a bit of both cities on one trip.
But if you don't like looking at churches, paintings, or ruins, go to Paris...and dress warmly.

Ditto Hungryone above. Been to both, food is great in Rome but Paris is better. The food is not an exaggeration is Paris, from small cafes to high end my expectations were exceeded.
