They would be in a better position to get a temporary tax passed for the lakes, as more people feel that they are a necessary expense in our city (see most of the posts above). However, with the public/private partnerships they are looking to foster, there would probably be no need for tax.
I would imagine Claitor pissed off a bunch of his constituents when he tried to remove all 40 million from the capitol outlay bill. (Hence why he now has someone running against him for State Senate)
