Livingston Parish Public Libraries have 3D Printers, classes on them, Ask-A-Lawyer Nights where the BR Bar Association comes in, Microsoft Office Classes/Courses, summer reading and enrichment programs and they advertise the heck out of them in the local community.
BR has all of this and more. You should look into their digital downloads stuff that's available.

But they're more of a way to reach out to and connect the community than libraries these days.
Seriously, check out the new Goodwood library. It constantly has stuff going on.

Like Goodwood? That place has been hot real estate with Town Center and the gentrification of Government Street.
The Carver Branch one is convenient for the poor folk who really need it, and it's not huge. It suits the neighborhood. Plus, Gentrification is heading that way with the Nicholson Corridor
The downtown one seems a little wasteful, but with all of the people moving downtown, it may not be that bad of an idea, it's just too ambitious in scope.
