Not a head or neck injury cause the head is not restrained.
Has to be dehydration because he still has the blood pressure wrap on his arm

Dehydration is plausible. Even though that practice was indoors, others hsve probably been outside.

I actually think that is typical for most ER situations, BP is a vital sign so you keep track of that in the Hospital and Ambulance for some patients non stop.
but it is likely dehydration or something similar.
