Because most people don't have AC devices to justify the extra $40.

I have the AC66U personally (I have an N66U also), but even I only have one AC device (ASUS ROG).

In the OP's case his sister is using a 7+ year old DOCSIS 2.0 4x4 cable modem. I am hesitant to think that she has AC devices or will soon.

gotcha. yea u had the n66u and it shat the bed durring the last lightning storm. i was between the ac66u and the netgear ac1900 as i said before and am trying the netgear.

I ready that my power cable could be the problem my n66u is dead. I ordered one form amazon to see if it will power back on. If so idk what im going to use it for, maybe a repeater or just sell it.

any ideas?

I only have one device that's capable of using the 5GHZ band, let alone AC, and dual band has been around for a long, long time. IMO AC is a waste of money at this time.
