That is a Black Tiger Shrimp. They are farm raised in So. East Asia mainly. They also raised some in So. Texas and once in a while they get out into the gulf. not uncommon to find them in the gulf ( not really common either), considered an invasive specie. They ok to eat but I don't care for them.
