One way to make meaningful changes is to have a pre-draft meeting. Require any proposed changes to be circulated via e-mail prior to the meeting. At the meeting, the commissioner calls for discussion about the proposed change and then calls a vote. Majority rules. Here are my thoughts about the other proposals.

Impose time limits. We use two minutes per pick in the first two rounds and one minute per pick in all other rounds. If a team fails to submit a pick within the allotted time (as Minnesota did in the NFL draft a few years ago), the next team up is on the clock.

Are you talking trades or waiver wire? We have few trades also because everyone is paranoid about collusion. If you have no waiver wire pick ups, impose a small per week fee to the loser of each game. Ours is the same as the waiver wire pick up fee. Our league earns half the pot on waiver wire fees.

We require the league fee and a transaction deposit to be paid before the draft. If you have the pre-draft voting meeting, require payment then. Disable the access of any owner who fails to pay when the draft starts.

Whatever you do, don't impose any rule. Get a league vote--majority rules. There is a place on CBS where you can input your rules onto the system. Then no one can blame you when you implement them.
