Modernizing a 15 yr old league

After many years of bitching about the antique family and friends league I play in, my brother has made me commissioner. I was always suggesting radical things like fractional scoring or a flex. Not to mention drafts that last for less than 5 hrs and having more than 5 transactions. The league currently has team qb, for lazy people. It is currently on CBS sports. My other leagues are on Fox, which I prefer. Should I make up a list of proposed changes and put them out for discussion? I know that 3/4 of the league is really supportive of the changes. Does anyone know if CBS allows a flex? I don't want to be a dictator. Also people are used to not paying until after the season and being nagged, any thoughts on how to handle that? My first time as a commissioner although I have run a pool or two.

Pay to play. Don't hold a draft until everyone has paid. It's that simple. I stopped commissioning a lot of my family and friend leagues because it was such a pain in the arse to collect from people at the end of the year. So I picked the most a-hole friend/family member to be the treasurer and collect all the money prior to the draft. It's worked out great the past few years.

Not to be a dick, but to hell with anybody you have to chase to get their money. Change the rules.theyll get used to it. Either they like it, or find another league.

One way to make meaningful changes is to have a pre-draft meeting. Require any proposed changes to be circulated via e-mail prior to the meeting. At the meeting, the commissioner calls for discussion about the proposed change and then calls a vote. Majority rules. Here are my thoughts about the other proposals.
Impose time limits. We use two minutes per pick in the first two rounds and one minute per pick in all other rounds. If a team fails to submit a pick within the allotted time (as Minnesota did in the NFL draft a few years ago), the next team up is on the clock.
Whatever you do, don't impose any rule. Get a league vote--majority rules. There is a place on CBS where you can input your rules onto the system. Then no one can blame you when you implement them.

If you have no waiver wire pick ups, impose a small per week fee to the loser of each game. Ours is the same as the waiver wire pick up fee. Our league earns half the pot on waiver wire fees.

I have been commissioner of a league with work friends for a couple of years now. One rule I have is you can't draft until you pay. Every year I ask for input on rule changes and we vote using the poll on the CBS website so everyone can see the results. We vote on all rule changes.
