This must be Terrebonne Parish and it really sounds like Houma accents. I live here. Too many trees for Ashland and Ashland has curbs and gutters, not street ditches. Looks like Crozier or maybe points further south - GC or Dulac in one opf those shite "neighborhoods" off the main road a block or so.
Terrebonne does have a wealth of trash in all shades of the racial sprectrum. I kind of live in a bubble and don't see / choose not see it.
