Imho daylight is daylight but if you cant differentiate between a time 90% of thr world is still n bed or just waking up vs a time 99% of the world is up and moving around its gonna be hard to convince you of much

7 PM is more like 9 AM. At 7 PM, most families haven't even eaten dinner yet. It's ridiculous to expect people to shut it down an hour after they're home from work.

I wouldn't mind the dude mowing his lawn, or weedeating it or tweaking his outboard motor.

One thing that the OP hasn't mentioned is how long this goes on, and how often.
If it's once a week or so, no big deal.
If it's every damn night, the guy needs to practice his hobby in a place that it doesn't annoy his neighbors. It's pretty simple.
