Same applies to shooting people. As difficult a situation as it may have been for police officers, they are not supposed to shoot anyone who isn't a threat.
This Swanton character seems shady as hell to me.
Reports on one of the bikers that was killed say not only was he not a member of and MC, he didn't even own a gun. Guy was a decorated Vietnam Vet.

I believe he was actually A Marine if I remember correctly, a decorated combat vet marine with a clean record and who was not a member of any "outlaw" MC. At the time of his death he was also one more thing... unarmed.
