Same applies to shooting people. As difficult a situation as it may have been for police officers, they are not supposed to shoot anyone who isn't a threat.
This Swanton character seems shady as hell to me.
Reports on one of the bikers that was killed say not only was he not a member of and MC, he didn't even own a gun. Guy was a decorated Vietnam Vet.

Feel horrible for the family if he really wasn't in a MC and not a criminal. But just like bad things can happen if you are partying with Crips, bad things can happen if you're partying with Bandidos. Might be wise to avoid knowingly and voluntarily choosing to be in the same place at the same time with those guys.

In addition Sgt Swanton previously stated that all of the 170 arrested bikers were known “criminal gang members”. However, a review by the Associated Press of court records finds at least 115 of the 170 had no police records:
