He's an arrogant douchebag. The rules don't apply to him, and he still doesn't feel like they do.
See, the problem I have with it is he has acted like that in a fun and playful manner, but never when the world is on the line. It's way out of character for him. Not only that, but he's making stupid decisions. That is unlike him.

ETA: You should go back and watch the first one.

He was also very much humbled by the events of the first Avengers movie, as Iron Man 3 explored. By the end of Iron Man 3, he not only seemed like a different Tony Stark, he also hinted that he was no longer Iron Man.

First scene of Age of Ultron, the first time we have seen him in almost 2 years, he's back in action as Iron Man.

Age of Ultron completely ignored Tony Stark's character development.

He's always made... not exactly stupid, but selfish decisions. And he absolutely has tried to work on his lonesome, and has chafed against the concept of the team. In fact, even early dialogue in this film shows he resents Cap's leadership position when Stark has all of the money and tech.

He's been looking for a way out of the superhero racket. Which is why War Machine exists.
