And Stark never faces the consequences of his actions. He creates Ultron, wrecks the shite out of a major city, and then risks it all by creating another piece of AI that (thankfully) works.
The main problem with Age of Ultron is that the film seemed to be more of a launching pad for Captain America: Civil War and Infinity Wars.
Ultron was a very crappy villain. I have never seen so much buildup for a character only to see that character fall flat in all my life. Scarlet Witch was easily more powerful than Ultron. She should have been the one behind it all, not Ultron. It would have played on the puppet motif.

Are you remembering a comic book version of Stark?
The MCU Stark has been reckless as hell the entire time. He's always flying by the seat of his pants and doing things w/o thinking it through.
