The pic was a shoutout to Capt. Keith from Deadliest Catch. He gave them as a thank you for what Jameis did at a charity event.

That would make the picture worse since it means he has absolutely no self awareness.
I don't buy the story though. It's damage control after he didn't get the positive reaction he wanted from the media.
