According to that long data sheet picture, ASRock uses an entirely different mosfet tech and manufacturer for the Extreme4 vs Extreme3 (at least looking at Z-chipset boards), and there appears to be a fairly significant difference there. The 970 and 990FX extreme3 boards have the same phase count, and I wouldn't be surprised if they both have mosfets from the same low-grade manufacturer.
