There should be no situation where you keep this money. Your employer should also be able to recoup 100% right away without working out any deals with you. You were wrongfully in possession of someone else's property and need to return it without hesitation.

If my employee did the same thing and tried in any way just to pay my back in full right away I would fire them on the spot

Veritas means "truth" in Latin. Correct. It is also the name for the goddess of truth in Roman mythology. But it is also the name for the Roman virtue of truthfulness, which is defined as "honesty in dealing with others."
