I wish I could help, but this one is new to me.
Sounds like it could be a stuck linkage or cable and not an engine problem.
My suggestion is to see if you can replicate the issue in your driveway or backed down the ramp, still on the trailer. Take the cowling off the motor and have someone work the throttle until the issues pops up. Keep your eyes on all the cables and linkage, could be sticking or could be some type of obstruction.
This could be a safety issue if your throttle is sticking so you may want to consider bringing it in.
