I always name Virginia in these threads. There is no conceivable reason for them to suck so consistently for so long.
Tremendous resources, fertile recruiting ground, incredible campus, beautiful stadium, excellent academics, great tradition. It doesn't make sense.

UVa is a basketball school. They never were good before Welsh and probably wont be after him. They compete against too many schools and seem like they do not care about football.

Admissions are quite a hurdle as well.
Notre Dame, Ohio State, and Michigan at least have the tradition and pedigree that allows them to get their hands on elite student-athletes in that part of the country.

Agreed but one of your reasons doesn't fit. Here is a hint. Virginia doesn't have great tradtion. If not for George Welsh they wouldn't even know what a football is.
