The fins are the grill or radiator looking thing around the fan on your outside unit. It is called a fin fan. The fins are the point of heat exchange to cool the freon. The cleaner the fins, the more heat exchange surface.

best to take the top off the condensing unit and spray from the inside out to clean the fins/coil. Just make sure you kill power to the unit first.....
