Tennessee because it doesn't take much to crack into the 3 spot consistently in the SEC.
Most Big 12 schools care about basketball at least as much as Texas. The Kansas schools, OK State, and Iowa State care more.
Indiana has to leapfrog Wisconsin, Ohio State, Michigan State, probably Michigan and Maryland to be consistently good again.
The days of metro schools in big markets like St. John's and DePaul of over. In this era of college basketball, the big city recruits know they get more exposure and glory going to Duke, Louisville and Kentucky.

This is not as difficult to do in basketball as it is in football. With the right coach Indiana becomes a top 10 team quickly.
