Actually it looks like a Diamondback water snake.. Though that dark stripe down the back is uncharacteristic. Was he dead for a while and laying on his back - that could cause that dark stripe to form while dead.

Harmless, a water snake. A rat snake would have "H" shaped blotches down his back.
