That barrier doesn't look like it would stop much

CO is considering that for I70 traffic to/from the mountains on the weekends.

I think those dividers are impact rated about the same as K-rails or Jersey barriers. Not sure about vehicles climbing over them...
The major problem is the cost. The zipper barriers are more expensive that typical concrete barriers and the transfer vehicle costs a fortune. They tried this on the Golden Gate Bridge back in the mid-90s. Not sure if it was ever implemented. (Five or six travel lanes, with only pylons as a divider. There were many severe crossover collisions.)
