No it's not punishment. And this post explains why perfectly:
"Just think if a FedEx or UPS driver was caught doing something like this, how quickly they would be fired. And their only responsibility is delivering parcels. Yet a cop with a badge and a gun and a license to ruin your life or kill you can do the exact same thing and walk away with little to no repercussions. That's scary."
