I went through the same scenario but IRS did not require a police report. The 2 thing that really pissed me off is the IRS would not tell me where the return was sent from/to so I could tell if it was a problem with someone close to me. The other thing is they initially told me it would be about 16-18 months before they could research it and make a decision and I could get my money.

Call your congressman's office one you send in the requested info. Then get taxpayer assistance rep working on it. Also get your congressman's office involved. If they want to they CAN grease the skids and make it faster for you.
