obviously doesn't need that much of a lowboy to haul whats on it, but it ain't gonna haul itself back, that's probably the straps, mats, timbers, etc. needed to haul whatever it just off loaded

Holy shite! If that cargo weighs enough to required that trailer configuration, it must be a black hole.
That being said, it could be that the cargo is not THAT heavy but the wheel configuration is being used to distribute the load enough to be able to cross a very weak structure, like possibly a posted bridge.

It's probably a transformer .. And the truck is loaded. It would not be going down the road in that configuration empty, and it would not just be carrying timbers and mats... That kind of stuff would be hauled on a legal load truck
