They definitely didn't do that in 2013 
Duke was in the running for a 1 and got placed in the group of death as 2. At the time, Peej was doing his best to keep a straight face and talked about how the committee was finally being objective. Of course, in most years, Duke gets a seed that is generally expected in a standard region.
The reality is no team systematically gets placed in easier or tougher groups every year.

Yes I do... Just look at the whole bracket... Its quite obvious... UK has a way tougher bracket than Duke....
